Other: It can be a little startling to first meet Liberty, standing much taller than the average woman and the occasional guy. She has the build of a soldier, strong and muscular, she is defined by a rigorous lifestyle of combat. She has long legs, wide shoulders and small bust with narrow and boyish hips. She was created to be perfect, but falls so very short of it. Her imperfections are what make her human. Her youngness shows in her face, apple cheeks and pillowed lips, her chin retains stubborn baby fat, softening the edges of angular features. She has yet to fully grow into her body and at times seems at odds with it. Her hands are worn and calloused, nails chipped and cracked and occasionally chewed on. Very little care goes into looks though she maintains a simple no fuss look, Liberty falls more into a tomboy role.
Scars mar her body in angry marks, even the smallest would make a doctor wince at the ugliness of them. Liberty has broken more bones in her body in the past five years than the average person does in their entire life. She has a healed hairline fracture along her skull, just above her left temple. She has the surgery scar hidden in the hairline to prove they patched her up just enough to get shoved out the door again. Ugly scars streak across her left shoulder and down the back of her arm to her elbow where she had some reconstructive surgery and a slightly crooked nose after being broken one too many times. She has a small, precise scar along her lower abdomen from a surgery in her youth.
Liberty has an eclectic style of clothing, she’s never had an eye for fashion and simply adopts what’s worn around her. She has found men’s clothing more attractive and easier to find for her taller build but often has them tailored to fit her better. What few curves she has she tries to enhance with subtle lines and sharp tailored edges. She’s comfortable in jeans but rarely wears them and dresses a little more dated with pressed slacks and khakis, button up shirts and either a nice blazer or leather jacket. Comfortable in lace up boots, she will don nice casual shoes. She’ll wear dresses and skirts when it’s appropriate despite feeling out of place in them.
Equipment and Weapons: What’s Captain America without the iconic suit? Red, white and blue, Liberty’s uniform mirrors the late Steve Rogers in looks though the blue and red are several shades darker and there’s less white to give her a better chance for stealth. It’s constructed out of Nomex, Kevlar and Titanium fibers and provides a medium level of resistance to physical impacts. It is flame retardant, protecting her from both fire and the heat as well as being chemical and radiation resistance. The Kevlar and Titanium provides her protection from projectiles and firearms, while still allowing her to remain agile and flexible with less armor weight. Her half facemask and helm attaches to her uniform along the back of her neck to keep it in place during rigorous combat. A wireless communicator is built into her helm for ease. She wears a streamline utility belt, housing an assortment of goodies, such as darts, caltrops, small flash grenades and anything else she may need. Liberty wears military grade, flat-soled red boots with a small blade hidden in the right heel that can be released by a trigger inside the toe of her boot. Passed down by her late father, Liberty uses Steve’s shield, made out of a vibranium steel alloy, it has withstood the test of time. It has been able to deflect magic and mystical weapons, deflect energy attacks and absorb the kinetic energy from physical impacts. It is nigh indestructible and disc shaped in the familiar stars and stripes. When not in use, she is able to hook the shield to her back with a small magnet alloy disguised as a star on her uniform.
She has access to SHIELD tech and craft, but prefers to get around on a specially designed motorcycle. A supped up superbike, its frame was once a Harley Davidson Street 750 but has since been gutted and rebuilt up to SHIELD standards. Sleek in design, it’s a deep navy blue with a simple stars and stripe design along the gas tank. Heat shields have been replaced with heavy duty though lightweight shielding. It has a retractable front bulletproof shield that doubles as communications screen she can pull up information and stats as well as radio others. Self-reflating tires, twin lights that can blind and an engine to die for. On open road, she can let it loose clocking speeds upwards of 150 mph but it’s perfect for crowded streets and packed freeways with tight turns and quick moves.
Powers: Like the Captain Americas before her, Liberty has no meta human powers but through the Super Soldier Serum, her physical abilities have been enhanced ten fold to the point of peak physical condition. Liberty has the advantage of her body replenishing the super soldier serum over time, it will never wear off nor can it be stolen from her DNA or duplicated. The serum enhances her metabolic functions such as the build up of lactic acids in her body, giving her the endurance of an Olympian. She doesn’t tire like the average person, able to push beyond normal limits in strength and stamina. She is able to heft upward to half a ton, but her true strength lies in the force of her attacks. Often without meaning too, she has proven her physical prowess by ripping a car door off its hinges and smashing through brick walls without slowing down and once being tossed out of a fifth story window with the softness of asphalt to cushion her fall. There was also that time she was hit by a big rig and dragged half a mile before punching the tires out but that was more of a mistake on her part. Libby has proven to be a soldier who never stops by the ability to simply keep going, she has gone days without sleep or rest on rough assignments without a hint of slowing down.
To watch Liberty move, it’s like watching a reed in the wind; it bends almost unnaturally but never breaks. She moves and dodges with an acrobatic ease; graceful and talented she can put a gymnast to shame with her complex leaps and jumps. She is able to perform extraordinary feats with cat like reflexes, leaping great distances of over twenty feet and climb sheer vertical walls without losing momentum. Naturally double jointed, she is able to dislocate fingers to slip from cuffs with ease. Libby is unsure of how fast she can run, she has been clocked at speeds of up to 45 mph but averages around 35, it really depends on how short the distance to sprint and how much room she has to work up a speed. She’s been able to run 20 mph, rather slow for her, but keep up the pace for well over half a day without rest. Liberty posses heightened senses of sight, smell, taste, touch and hearing. She can pick up high-pitched frequencies the normal ear cannot much like a canine and has excellent vision like a hawk, able to see up to eight times father than the average person and has little trouble seeing in the dark.
As her physical abilities have increase, so have her mental. She is able to process ideas and thoughts nearly triple the average person, working on the most efficient and fastest manner possible. Some might consider it a photographic memory as she is able to recite and recount information she’s briefly in contact with. Don’t mistake her for a genius though, she is nowhere near some of the great minds such as the Osborns, Reeds and Starks.
She has a temperamental healing factor, it’s suppose to be instantaneously but tends to draw out to several days. Still spectacular in it’s own right, it takes weeks what should takes months and days for weeks. Superficial cuts, scraps and bruises are gone by the end of the day. It keeps her in top physical shape, immune to diseases and infections and she lacks the ability to become drunk, her system breaks down the alcohol too fast for it to take any effect. Highly resistant to hypnosis, drugs and gasses that could affect her focus and mind. This also works against her as she metabolizes painkillers and medicine too quickly to be of any use. She also eats three times as much as a normal person, needing the extra to keep up with her metabolism. Her aging process doesn’t seem to be affected by the serum, but she’s still young and her age has yet to show.
Skills: Libby retains a genetic memory of the late Steve Rogers, instincts, memories and skills lay buried under her own, surfacing when needed. Like sense memory skills, her military and combat training has come with ease and allowed her to clip through the majority of them, giving her a steady advantage. Today she is a master combatant, mastering several martial arts style such as Jiu Jitsu, Judo and kickboxing and American boxing. She has also incorporated more modern styles and techniques such as Krav Maga and the less ostentatious Parkour. She is well versed in armed and unarmed fighting, finding her niche in close quarters combat where she is just as a handy with a blade as she is with her fist.
Like her predecessor, she is a master shield fighter, using to the bash enemies and block attacks, she is also able to throw and toss her shield with near perfect aim. An expert marksman, Liberty is able to accurately throw her shield at multiple targets, ricocheting it off people and other objects and have it return to her hand in a boomerang like fashion. Well versed in the latest of weaponry and firearms, she prefers her shield to a gun. Trained as a military operative, she is skilled in armed forces disciplines such as survival tactics, demolition, communications, map making and reading, intelligence gathering, stealth and escape arts. Speaks German and French, smattering of Japanese.
A mix of new and old training has meshed together to make her a skilled tactician and strategist, she dreams of battle strategies in her sleep, creating scenarios to play out in any event. She is adept at quick changes, refitting a strategy to fit the situation with ease. She can drive and pilot anything you put in her in from a simple civilian motorcycle to military craft. Basic combat first aid, she knows how to stop and stem blood flow from basic injuries and bind wounds. She has learned how to set broken bones and dislocated limbs, mostly on her own self and this might not translate well to others. Her suturing skills are raw and untrained and though she can do so in a pinch, it’s not a pretty job. An odd skill she never took a lesson for is art. She is a skilled sketch artist and though it’s hardly ever gone past the occasional doodle and truly never having the time for it, it shows in her ability to recreate maps and leave silly drawings wherever she goes.
Weaknesses:
1.) Though many wouldn’t think it, Libby suffers from PTSD both from her own youth and from the memories of Steve Rogers of his time in the war. Like Merit before her, she went into the field before she was ready and a few assignments have left their scar on her soul. While you may get the occasional happy story from her, she never talks about the nightmares, the smell of burning flesh and blood, being shot at, men she’d held tightly in their last moments. She suffers reoccurring dreams, most of her own and occasionally of being back in WW2 and it is best to not wake her as she’s broken arms and collarbones of those dumb enough to rouse her. Liberty has the rare flashback memory but so far has not let it interfere with her work and prefers to keep quiet on the subject. Sam is the only one who currently knows.
2.) For all the experience Liberty has as a soldier, she is still vainly naïve. She believes what’s told by her handler and commanding officers and doesn’t question them. She believes there is good in everyone and willing to give a person the benefit of the doubt. Liberty is also a little behind on pop culture and what’s current in fashion and trends and anything a person her age might be interested in.
3.) Libby has dislocated her left shoulder so many times, it’s prone to slip from its socket with a jarring force.
4.) Still only human, she forgets her mortality often, putting herself in dangerous situations to protect others and push past her limits. Her healing factor gives her a false sense of security and is oft to abuse it on missions.
5.) As every individual who has been selected for the Super Soldier Serum, they run the risk of side affects associated with taking it without the help of Vita Ray exposure. The most common being mental disorders such as schizophrenia and psychosis. Liberty is starting to show signs of paranoia she masks as being wary.
6.) Like her two other sisters, Liberty had Swyer syndrome before receiving the serum and estrogen injections helped in her youth before the serum made them inefficient. She is and will always be female, physically and mentally but it accounts for her more masculine build and will never be able to bear children.

Personality: There are three characteristics that form the heart of Liberty; courage, loyalty and honesty, each one manifesting in a number of different ways but the greater part of who she is as a person and a soldier circle back to one of these qualities. She carries herself with a quiet assurance, strength tempered with compassion, softly spoken and unfailingly polite. She has the mouth of a drunken sailor when she believes herself alone and would be absolutely mortified if anyone found out. Libby wears her heart on her sleeve and not one to cowl her emotions, she still finds herself to be a little awkward in social situations. She has the absolute worse poker face, it’s the complete opposite with her and one can tell exactly what she’s thinking and feeling just by watching her. Growing up under a rigorous life of a soldier, gave her very little time to be a person with normal experiences. Sam did his best, but Lib is still awfully naïve of simple things; going to the movies, having fun with friends, dating, etc. Pop culture and mainstream media flitter above her head most days.
As Captain America she has a lot to live up to and she is constantly shadowed by Steve’s presence in memory and life. Instead of hating him, she has endeavored to be as strong as him and to stand for everything he stood for. He was a beacon of hope, not only to the USA but to the world. There is an underlying fear that she’ll fall so very far from his image and disappoint so many who have put time and effort into her. She was made a soldier and it is everything she knows. She loves her home and will do anything to protect it; she loves her country and will do anything to serve it. Fiercely loyal to the people around her, and though she didn’t exactly have a say in how her life went, she has remained loyal to the cause, sticking with the Super Soldier Program even with the sacrifices she made. Without hesitation she accepted her fate, following orders without question and as Sam has made sure she keep her promise, to never forget who is she and remain true and loyal to her own beliefs and values.
Liberty believes in treating people as equals, no matter what side they’re on and it’s this sense of fair play she lives by. Often working with SHIELD agents who are willing to lay down their lives in the defense of their country and others, she feels it’s unjustly to do anything less herself and values skills and capabilities rather than appearances or rumors. She has proven she has the heart of a lion over and over again. Though she didn’t face the same struggles as her father, she still stood her ground and faced trials and tribulations, believing if you kept moving forward you’d eventually start running and never stop. Standing your ground was instilled into her and her perseverance was worth any pain through the long run. Ready to meet a challenge head on, she isn’t one to shirk her duties nor shy away from a tough job, even so far as to putting her life on the line so others don’t. Making decisions based on sentiment rather than facts is a both a great weakness and strength, but she has never seen it as a fault. She believes the world should be fair and just and that people need to be protected from those who abuse and wield power to harm. She isn’t there to judge them, but bring them down and let the court of justice handle it from there. Don’t mistake her for being a pushover though, she is a stubborn woman, sometimes too stubborn for her own good and will not allow anyone to walk over her.
Behind the mask, Libby is a young, new woman to the world. Influenced by her father, she is a little old fashion with simple likes and desires. She is particularly picky about her belongings, everything has a certain spot and she doesn’t like things moved or changed. Nothing gets her goat more than having something out of place and not knowing what. It has also been her subtle way to keep track of everything around her. She knows when someone’s been around without her knowing and it only flairs her wariness. Libby has started to become more guarded as of late, simply things set her off and she keeps a watchful eye on a person until she realizes she’s being silly. Liberty also fights her nights, not needing a lot of sleep helps but she is often plagued by nightmares, some not of her own and ultimately confuses and troubles her.
Liberty is a woman of her word and her namesake, aware of her power and is conscientious in how she uses it. Full of kindness and drive to make things right, she isn’t one for the limelight despite her widely known hero name and remains modest almost shy in and out of uniform. Considerate, responsible and straightforward, willing to do whatever it takes for the wellbeing of mankind and believes that is more important than she herself.
History: Captain America dies, assassinated on the steps of the courthouse after being released from jail. Crossbones and a brainwashed Sharon Carter are to blame, but that detail is found too late to make a difference and the world weeps for the loss of a great hero. His friends and comrades bury him days later, his dear friend Bucky carrying on as a new Captain America, one who couldn’t be controlled by SHIELD, Stark or the Avengers Initiative. An agreement is made but it’s only made as a cover for SHIELD’s true intention, recreate Captain America from the fragments of DNA they pulled from Steve’s body. It was a race to create a perfect genetic copy but there were problems, the Super Soldier Serum couldn’t be duplicated and Steve’s DNA had already started to decay. Surrogates were brought in to help patch the holes, SHIELD forgoing ethics and morals to bring back the first Avenger in any way possible and it wouldn’t be the first time playing God. Originally destined to be all male, surrogate DNA allowed for variations, including gender.
Liberty was created in a secret lab on a SHIELD military craft out in the middle of international waters, away from prying eyes and repercussions. Her father a syringe and her mother a test tube and she was carried to term in an artificial womb where she could be closely monitored. Gleamed research from the late Josef Reinstein allowed them a massive step forward in cloning. She was one of ten subjects created in the same timeframe and though they were all brothers and sisters in theory, they would never know one another existed. Eight survived their first year and six made it to the age of ten, incubated in isolation only to be put on ice, halting growth. They were given codenames plastered to the front of their stasis tanks, befitting adjectives of the late Steve Rogers.
During their infancy, SHIELD developed a new Super Soldier Serum based off the original used for Isaiah Bradley. It didn’t require the use of Vita Rays but it was a gamble, Isaiah lasting the longest before succumbing to side affects. Rogers proved to a perfect candidate, proof he could handle the serum and become something great. There was a lot riding on the fact his clones would be able to handle it just as well.
Merit was the first to be awoken at the age of ten. He was separated from the others and raised in isolation, his only source of living interaction was a provided by a small team of scientists who doubled as caretakers. He was subjected to demanding physical and psychological testing until the age of twelve where he received his first dose of the Super Soldier Serum. Over the next couple of years he slowly changed, his physical defects mirroring Steve Rogers as a child vanished and he became smarter and stronger. Trained under the best of SHIELD, he was transformed into a Super Soldier and for a while didn’t show any signs of side effects. At the age of seventeen he was sent out on his first run of assignments and when he returned, he had changed. Paranoia had set in, making him extremely wary of those he once trusted. Instead of being pulled, his handlers kept him on hoping he could work through it. Six months later he was killed in action after going rogue from an assignment in Leipzig, Germany. Unbeknownst to SHIELD, he had picked up a lead on Hydra and the possibility of sixth Sleeper. He closed in on the secret base just on the outskirts of the city before an unknown assassin took him out. His death a brutal murder that turned even the strongest of stomachs, he was returned to SHIELD piece by piece, an Achilles tendon at first, a finger, a scalped head of hair. The message had been clear.
Liberty was the second to be awoken before Merit could be buried. Like her brother, she went through the same rigorous training and testing, only this time she was given more space and independence and was moved from the ship to the mainland at the request of her handler, Sam Wilson. She was a weak and frail child, wrought with illnesses that plagued Steve and Merit as children and was often left in the med bay on her own, Sam unable to keep an eye on her at all times. Libby was oft to wander, learning quickly to stay out of sight as a small child was quick to catch attention on SHIELD grounds. It was well into a late afternoon, dodging Sam in a makeshift hide and seek game he wasn’t aware of, she found herself in the mailroom, alone. Childish curiosity got the better of her when she found a pristinely wrapped package without a name or return address. Something leaked from the corner of it and when she dared to open it, her scream brought Sam running. Inside was a single blue eye, almost lovingly cleaned and kept in a ziplock bag with a few cubes of ice to keep it fresh. It was later tested to be of the late Merit and Liberty was never told.
At the age of twelve, she was deemed ready for the Super Soldier Serum and though Sam was against it, SHIELD pushed forward, not learning their mistake from the first time. The change happened more quickly than it did with Merit and in less than half a year, she was complete. Liberty’s adolescence was filled with education and training to bring her up to speed, forgoing a normal childhood for a grueling upbringing to transform her into a weapon. Sam became her rock and a father figure to look up to, someone to tell her all the stories of her father. Liberty and Merit were never told they were clones, but children of Captain America. It was Sam who let it slip about Merit, but it was smoothed over by a few quick lies. Merit was her older brother, Libby the result of artificial insemination to account for the age difference and their mother had died when she was a baby. Having a handler made training Liberty easier, Sam simply made things better and helped sooth away the nightmares she was often plagued with. He was there to help her understand the Swyer syndrome she inherited from her surrogate and guide her through the rough waters of a surgery and revaluating a few personal choices in her life pre serum.
Like her brother, Libby was sent out into the field at the age of seventeen, Sam adamant that she wasn’t ready. He fought tooth and nail but in the end, was removed and he eventually quit SHIELD while remaining a valuable friend to Liberty. He could still offer her help whenever she needed it and she needed it the first night back from a mission. She had been sent to the outskirts of Uzlovaya, Russia where a team of field agents had vanished and a terrorist group had claimed to be the culprits. It had been an ambush and several agents died before Libby and her team took down the group. She carried an agent on her back for nine miles before they were picked up and when she was congratulated and praised for a job well done, she excused herself to the gym and destroyed three punching bags until she felt better.
As the years went on, she toughened up and settled into her role as SHIELD’s leading super soldier. She became the new Captain America, a shinning beacon of hope to carry on in her father’s place. Her identity has remained a secret, allowing her the freedom to live out in the public without drawing unwanted attention. Though she has living quarters on SHIELD property, she has opted to live in the city in a small apartment in Brooklyn. It isn’t much, but she has sweet elderly neighbors and a great little mom and pop dinner around the corner. Within the last few months, she has begun to show the same side affects as Merit did in the vein of paranoia. It comes and goes irregularly but it’s enough that it’s beginning to interfere with her life little by little and it is starting to scare her.
